The Networking and Sharing Center is an applet in the Control Panel. It is used to view all network adapters whether they are wired, wireless, etc.
This is where you would go if you need to make a change to a network configuration or if you just want to view the current configuration.
You can do network configurations to the HomeGroup, adapter settings, and network addressing. Here you can make changes to the physical adapter or the way information is shared across the network.
For example, you can change the IPv4 configuration for the IP addressing, DNS servers, etc.
