With metered cloud services you pay for what you use. For example, if you upload a file or if you download a file there’s a cost. If you store the file on the cloud, there’s a cost for that.
With non metered cloud services you generally play a flat cost. For example, you pay for a block of storage and there’s no separate cost to upload or download.
