The Sync center can be used when you need to make files available even when you’re not connected online to the server that provides the files. For example, you can take your laptop away from the network, work on the files, and then when you reconnect back to the network the sync center with automatically sync the data for you.
The Sync Center is only available in the Pro editions of Windows. It’s not available in the Home editions.
Mark files as “Always available offline” in order to have them available when not connected to the file server.
